"Now Open to the General Public! Live in the Ultimate Gated Community!" That banner sits on the homepage of Mid-South Family Housing, the privatized housing on Naval Support Activity Mid-South in Millington. Next to it is an offer of one month rent-free on select homes for move-ins from October 9 through October 31, 2026.
If you own or plan to buy a rental near the base, that offer means more than it seems to. The biggest landlord near the gate is marketing to the same civilian households you are. And in 2026, the federal housing allowance that Millington investors have long used as a ceiling went down for several pay grades in the Memphis housing area. Together, those two changes mean the base now sets several prices for Millington rents, and sometimes it competes on price.
The Landlord Inside the Gate Widened Its Tenant List
Mid-South Family Housing is managed by Hunt Military Communities. Its homepage says it offers housing to active duty service members, retirees, veterans, DoD employees, members of other service branches and civilians. The homes are almost all three- and four-bedroom plans spread across four neighborhoods:
| Neighborhood | Published homes | Plans listed | Published active-duty eligibility |
|---|---|---|---|
| Capehart | 150 | 3- and 4-bedroom | Not specified on its page |
| Conway | 60 | Two 4-bedroom plans | O1 to O6 |
| Enterprise | 40 | 3- and 4-bedroom | E1 to E9 and O1 to O6, plus retirees, DoD employees and contractors |
| John Paul Jones | 27 | 3- and 4-bedroom | E7 to E9 and O1 to O4 |
That is 277 rental homes in one gated area, most of them the same three- and four-bedroom houses many Millington investors buy off-base, plus Enterprise's townhomes. The operator notes that some homes and neighborhoods have eligibility restrictions. Civilian applicants apply through a general-public route. They need gross monthly income of at least twice market rent, or a guarantor at five times, and each adult pays a $50 nonrefundable application fee. For active-duty members, the site says rent is paid in arrears, with no up-front rent and no security deposit. An off-base landlord who asks for first month and deposit at signing has a hard time matching that.
Opening privatized military housing to the public is a known step. HUD's research on military privatized housing describes a "waterfall": when military demand doesn't fill the homes, they can be rented to retirees, civilians and eventually the general public to keep occupancy up and keep the project financially viable. Hunt has not published occupancy figures for Millington. What its homepage does show is a rent-free month aimed at the general public, and a landlord does that when it wants more tenants.
The Allowance Went Down for the Next Sailor in Town
The second change came on January 1, 2026. The Department of Defense said 2026 Basic Allowance for Housing rose 4.2% on average nationwide, and noted that local conditions vary. In the Memphis military housing area, code TN268, which includes NSA Mid-South, several rates went down instead.
The 2025 figures below come from the Defense Travel Management Office's official 2025 rate table. The 2026 figures come from a third-party compilation that says it was verified against the DTMO lookup. Anyone underwriting a deal should confirm the current rate in the official BAH calculator.
| Pay grade, monthly | 2025 | 2026 | Change |
|---|---|---|---|
| E-4, with dependents | $2,064 | $1,992 | down $72 |
| E-5, with dependents | $2,208 | $2,154 | down $54 |
| E-6, with dependents | $2,319 | $2,319 | flat |
| E-4, without dependents | $1,590 | $1,530 | down $60 |
| E-5, without dependents | $1,800 | $1,719 | down $81 |
| E-6, without dependents | $1,932 | $1,839 | down $93 |
| O-3, with dependents | $2,352 | $2,352 | flat |
The cuts fall mostly on junior enlisted and members without dependents, the tenants most likely to rent smaller homes. Senior grades with dependents held flat. The allowance follows the market by design. DoD's 2026 component breakdown says BAH is built from local median market rent and average utilities, minus a 5% member cost share. In Memphis, rent makes up 82% of the total housing cost and utilities 18%. Memphis rents have been soft. Apartment List's October 2026 report puts the city's median rent at $1,065, down 1.0% from a year earlier.
Rate Protection Puts Two Allowances on the Same Street
A falling allowance doesn't reach everyone at once. Under DTMO's individual rate protection rule, a member gets either the rate published January 1 or the rate they received on December 31, whichever is higher. That protection lasts until the member makes a permanent change of station, is reduced in pay grade, or changes dependency status.
In practice, that creates two tiers along the same Millington streets:
- An E-5 with dependents who was stationed at NSA Mid-South in 2025 and hasn't moved keeps $2,208 a month.
- An E-5 with dependents who arrives on new orders in 2026 starts at $2,154.
- Without dependents, the gap is larger. A protected E-6 keeps $1,932, while a new E-6 arrival starts at $1,839.
These are modest monthly differences. They still change underwriting. A landlord who signed a lease in 2025 at the old allowance and expects to re-rent at the same price will be pitching the unit to a newcomer whose allowance is smaller. Meanwhile, the base charges rent that, by its own FAQ, is "typically the BAH rate," so it can offer an incoming family a gated four-bedroom for the full allowance with no deposit.
This post is general information, not legal, tax or financial advice. Allowance rules depend on each service member's orders and status, so confirm your own situation with the right professional and the official DTMO sources.
Where Millington's Rents Actually Sit
The allowance has never set Millington rents by itself, and the gap is wide right now. Rental listing data for Millington as of October 2026 shows a median rent of $1,412 a month, down about 1% from a year earlier, with 37 rentals listed. That figure covers all bedroom counts and property types. Even so, it sits about $118 below the lowest 2026 allowance in the table above, the $1,530 for an E-4 without dependents.
That gap means the BAH figure a tenant brings to a showing is not the rent the market will bear for most homes. The allowance only becomes the working ceiling for three- and four-bedroom homes that compete directly with the base. That is exactly where the rent-free month and the waived deposit now apply.
On the sales side, the Memphis Area Association of Realtors' September 2026 report counted 1,257 metro sales, a $225,000 median sale price, 4,910 homes in inventory and an average of 62 days on market. Over the 12 months through early October 2026, Millington's own median sale price ran about $277,990 across 206 closings, with a median of roughly $173 per square foot among the 194 sales that reported living area. A Millington rental that cost more to buy than the metro median now has to cover its costs at rents that flat local demand, not the allowance, will support.
What Drives Demand Around the Gate
Demand near the base comes from headquarters work. NSA Mid-South is home to the headquarters of Navy Personnel Command, Navy Recruiting Command, the Navy Manpower Analysis Center and the U.S. Army Corps of Engineers Finance Center. Contractor jobs can move separately from uniformed staffing. Action News 5 reported that CACI planned permanent layoffs affecting 75 workers at the Millington base, effective August 1, 2026.
One new source of demand is coming. The Memphis Business Journal reported in March 2026 on a planned $41.3 million TCAT Memphis aviation campus in Millington. A training campus brings students and instructors, a different renter pool from PCS families, on a schedule the Navy doesn't set.
Pricing a Rental Near the Base This Year
For an owner setting a rent near NSA Mid-South, the research points to a few working rules:
- Price from local comps first. A $1,412 Millington median against allowances starting at $1,530 means the allowance is a stretch figure for most homes, not a baseline.
- Look up the arriving tenant's 2026 rate. For a new PCS arrival, use the current DTMO rate for their pay grade and dependency status. A 2025 lease figure may sit above it.
- Benchmark three- and four-bedroom homes against the base. That is the base's whole inventory, and it comes with no-deposit move-in for active duty plus a public-facing concession this month.
- Track tenant groups outside the Navy. Retirees, DoD civilians, contractors and future TCAT students are part of the market too, and the base is now marketing to the same people.
FAQ
Can civilians rent homes on NSA Mid-South? Mid-South Family Housing says it is open to the general public. Civilian applicants need income of at least twice market rent or a guarantor at five times. Some neighborhoods are restricted to specific active-duty pay grades.
Does a lower 2026 BAH cut a current tenant's allowance? Not under DTMO's rate protection rule, as long as the member's status doesn't change through a PCS move, a reduction in grade or a change in dependency status.
Is BAH tied to Millington specifically? No. NSA Mid-South falls under the Memphis military housing area, TN268, and its rates come from metro-wide median rent and utility data.
